  1. Combine flour, salt, and pepper in plastic bag.
  2. Shake meat in flour mixture and brown in oil.
  3. Meanwhile, spray crockpot with non-stick cooking spray. Add potato and carrots.
  4. Top the potato and carrots with the browned meat.
  5. Top the meat with celery, garlic, and onion.
  6. Sprinkle brown gravy mix over the top. Add water.
  7. Cook on low eight hours. Serves 4-6.
